Who is eligible to submit proposals?

Unless stated otherwise in the RFP, principal investigators, postdocs, PhD students, startup companies, and other non-university entrepreneurs/researchers in any country are all eligible to submit proposals. Scientists should have access to a lab to conduct the research they are proposing.
