If funding is a benefit, are we obligated to fund a project? 

No. Halo is not a challenge website with a guaranteed “winner” at the end. While it should be your intention, you are under no obligation to fund a proposal if none are of interest. To date, every RFP on Halo has resulted in a funded project.
