What are the eligibility requirements for FUEL requests?

Is my institution eligible for FUEL RFPs/requests?

Any institution or organization which are located, and functional in the State of Louisiana are eligible to participate. The current eligible list of education institutions are listed below:

  • Louisiana State University

  • Dillard University (HBCU)

  • Louisiana Board of Regents

  • Louisiana Community and Technical College System

  • Louisiana Tech University

  • Louisiana Universities Marine Consortium

  • Nicholls State University (HBCU)

  • River Parishes Community College

  • Southern University and A&M College (HBCU)

  • Southern University at New Orleans (HBCU)

  • Southern University at Shreveport (HBCU)

  • Tulane University

  • University of Louisiana at Lafayette

  • University of New Orleans

  • Xavier University of Louisiana (HBCU)

Are there restrictions on which institutions can be included as part of the research application/team?

As one of the ten NSF funded regional innovation engines, FUEL fosters the ecosystem around energy transition in the State of Louisiana. One of its critical missions is to support, and serve the needs of small businesses, industry, and academic partners currently operational in the State. Therefore, ONLY institutions or organizations registered in the State of Louisiana are eligible to apply. More detailed description on eligibility is listed in the RFP.

Can the lead applicant partner with any institution outside of the State of Louisiana?

FUEL is funded by the NSF Regional Innovation Engines program, which is a placed-based innovation initiative, where the emphasis on "regional" expresses NSF's aim to stimulate innovation-driven economic growth within a particular place or region of service. The State of Louisiana is the FUEL region of service; therefore, a lead applicant should be registered and operational in the State of Louisiana.

Are out-of-state subawards allowed?

As FUEL’s mission is to support and build capacity in the State of Louisiana, institutions or businesses with operations or registered in the State of Louisiana are the preferred partners with the lead applicant. However, faculty, students, or other professionals from institutions outside of Louisiana are encouraged to partner with FUEL institutions provided that work done by them outside of the state is not funded by FUEL. Exceptions could include work done by a faculty member on sabbatical while resident at a FUEL institution. Exceptions will be approved on a case-by-case basis.

How will FUEL fund use-inspired research and development

Awards made from the RFP process will be contracted either as cost reimbursable subcontracts or as fixed-price contracts, depending on the type of institution receiving the award. By submitting an application to this RFP, applicant agrees to adhere to FUEL terms and conditions, as applicable.

Are there any limitations on number of partners or collaborators

There are no limits on the number of partner institutions. However, there must be at least one corporate partner and historically college/university (HBCU) on your proposed application. More detailed description on eligibility is listed in the RFP.

Does FUEL require proposals to be submitted by individual or institution?

All proposals to FUEL are required to be approved by the Authorized Organizational Representative (AOR) at respective institutions.
